Publication of PPS 21


On the 27 May, in a statement to the Northern Ireland Assembly, Minister for the Environment, Mr Edwin Poots MLA, delivered his final Planning Policy Statement 21.
He said that the publication of PPS21 will end the uncertainty about development in the countryside in Northern Ireland and will provide new planning policy for deciding upon applications in rural areas.
The Minister stated that his officials had gone to great lengths to ensure that as many people as possible had had the chance to learn about draft PPS21 and to comment on it. Information days attracted over 2,500 people, including rural dwellers, farmers, developers and public representatives.

 Sir Reg Empey Launches FMB Insurance for New Build Homes in Northern Ireland

Sir Reg Empey, Minister for Employment and Learning, has officially launched the Federation of Master Builders (FMB) 10 year insurance policy for new build homes and self builds. The policies, named ‘New Home 10’ and ‘Self Build 10’, are in addition to the two, six and 10 year insurance policies for renovation works that FMB MasterBond already offers to members and their clients through Zurich Insurance.

 Residential building boosted by one-off house developments

One-off house building is not declining as much as developer house construction activity. Consequently, the level of house completions may not fall below 45,000 as some commentators are predicting. Estate agent CB Richard Ellis (CBRE) is sticking to its forecast of 50,000 completions this year, because it be-lieves that one-offs could account for between 30 and 35pc of those built (or about 17,000 houses).

 Ireland's first 21st century town gets green light

South Dublin County Council has granted planning permission for what has been billed as Ireland’s first 21st century town. The development of the massive €1.2 billion mixed-use town centre at Adamstown will include hundreds of residential units and has the potential to create thousands of jobs. At 154,000 square metres, the Adamstown Central scheme is one of the largest ever planning applications in the history of the State. It will provide a full range of community, civic, residential, retail and commercial facilities for the new town’s expected population of 30,000. The developers of the scheme, Castlethorn Construction, claim it will also lead to the creation of over 2,500 new jobs within the town centre and its immediate environs. The new town centre will have 60 retail units including restaurants, cafés and bars, a nine-screen cinema and 600 apartments. Once the tendering process is complete, Castlethorn estimates that up to 1,000 jobs will be created during its construction. Other elements of the scheme include a primary healthcare centre, an inter-church place of worship, a leisure centre and swimming pool, a library and ‘ideas store’, enterprise centre and several civic squares. Castlethorn said leasing of the retail element of the town centre development was already “bucking current market trends” with anchor retail and leisure tenants secured over two years in advance of scheduled opening dates. They also said they had secured national and international fashion retailers. The new town centre is a key element of the Strategic Development Zone (SDZ) plan by South Dublin County Council, which laid the guidelines for the Adamstown neighbourhood infrastructure.  Going to "L"

We’re all going to “L”!

Whether we like it or not, major revisions to part ‘L’ of the Building Regulations come into effect on the first of July.  The new rules apply to all new housing planning applications and, from July 2009 they will apply to all new homes that have not been completed at that stage regardless of when planning permission was sought.

The key changes you need to know about are a 40% required improvement in energy efficiency and reduction in CO² omissions, mandatory air pressure testing and the need to build in some form of renewable energy such as solar or Biomass.

 SelfBuild Show Inspires 'Best Builder'

Northern Irish builder best in Britain
 
Cookstown builder Stephen Mulligan beat the cream of the country’s builders to be crowned the Most Waste Efficient Builder at this year’s Master Builder of the Year Awards 2007 for his work on 21 beautiful new cottages on the banks of Lough Erne, built using recycled and salvaged materials.
 
While attending a local SelfBuild Show, builder Stephen heard about Ecostar roof tiles, an innovative recycled rubber and plastic product made from old car dashboards, which look just like natural slate and he persuaded the client to use them.

 High Court declares PPS14 Unlawful

Rural new build law is 'unlawful'

The controversial law restricting building in Northern Ireland's countryside - PPS 14 - has been declared unlawful. Last month the High Court made a similiar ruling on PPS 14. Today's ruling represents its final decision.
Mr Justice Gillen made his decision at the end of a lengthy judicial process in the High Court. But it does not mean the law will be dropped immediately. In the short term PPS 14 will remain on the books.
 
People who were refused planning permission since PPS 14 was introduced in March, 2006 now have two avenues to seek redress - an approach to the Planning Appeals Commission or a legal route by way of application for judicial review.
